Not really. Ads Manager's export and import sheet is free and can create and edit in bulk, but it does not upload creative files and its format is strict. Free tools cover research, planning and tracking well; the bulk building of ads is the part that generally needs paid software or your own code against the Marketing API.
Can I see competitors' Facebook ads for free?+
Yes. The Meta Ad Library shows every active ad for any advertiser with no login and no cost. You will not see spend or performance except for political and social issue ads, but how long an ad has been running is a strong signal on its own.
Are free ad tools accurate enough to make decisions on?+
For the calculations here, yes, since they are arithmetic rather than estimates. Be more careful with free tools that claim to estimate competitor spend or audience size, because those are modelled guesses and the model is rarely disclosed.
Do free tools need access to my ad account?+
