What is a good CPM on Meta?

There is no universal answer, and anyone quoting one number is guessing. CPM varies by country, vertical, audience size, season and creative quality. Pull your own 30-day CPM from Ads Manager and use that here.

Why is my CPA higher than this calculator says?

The calculator assumes your inputs hold at scale. In practice CPM rises as you spend more into the same audience and conversion rate drops as targeting broadens, so real CPA usually climbs above the projection as budget increases.

How much should I budget to test a new creative?

Enough to reach a decision, not a fixed dollar figure: work back from your CPA. If your target CPA is $40 and you want at least 3 conversions before judging, that is roughly $120 per creative before the numbers mean anything.
